A two month investigation resulted in this piece for WSHU on a poorly enacted fingerprinting law in New York:
The law was part of a 7 year effort by facilities that cared for developmentally disabled adults. The trade groups for these facilities, namely NYSACRA, said they want the law to “protect the people we care for.” When asked they said exemption from liability was not one of the reason why they sought the law. Nor were reduced insurance rates the desired outcome. Protecting the disabled was the only goal.

Everyone is rushing to protect the disabled. Politicians, aide agencies, tax-payers. Disabled children are the hottest potato of them all; God save whoever is caught holding the potato when an abuse occurs. Most groups involved play a game of prevention by laying the blame of poor care on the next one in line: citizens blame the agencies for not protecting the kids, agencies blame the politicians for lack of funds, politicians blame the press for not informing tax-payers to fund protection, the press blames citizens for watching Survivor instead of the news.
